Bureau of Ordinary Concern

Instructions for the orderly registration of unease.

Form OC–01: classification, supporting particulars, and the limits of the observer’s authority.

A concern is not considered administratively complete until its assumptions have been entered in the appropriate fields. This does not make those assumptions findings.

1. Define the perceived irregularity

State what departed from your expectations in an invented scenario, or describe your own experience of being profiled. An expectation is a personal standard; it does not become a regulation because it has been held for a long time. Do not identify anyone, including yourself.

Leave out names, exact dates and locations, businesses, workplaces, social handles, links, contact details, identifying physical descriptions, and immigration or citizenship status. Do not upload evidence; there is no upload facility.

2. Record the evidentiary basis

Select a personal experience, a hypothetical incident, or a preliminary conviction awaiting particulars. The phrase “you can usually tell” is not an evidentiary category. Neither is a lengthy family tradition of being absolutely certain.

3. Specify the level of administrative attention

The optional scale runs from a routine notation to a standing committee. It measures the amount of paperwork you feel the matter deserves, not danger. Requesting a committee does not supply missing evidence. It supplies a committee.

4. Certify and enter the record

Confirm that your text contains no identifying details and that you understand this is satire. Complete a short arithmetic check. A successful submission produces a fictional reference and a private deletion key.

Questions at the counter

Can I report an actual person?

No. This site does not accept reports about identifiable people, allegations of immigration violations, or requests for enforcement. Rewrite the account as an anonymous reflection on a situation or do not submit it.

Can I write about being racially profiled?

Yes. Describe your own experience in general terms, focusing on the impact or assumption. Do not identify yourself or anyone involved. Your account remains private.

Will anyone act on my report?

An authorized moderator can review it for content and spam. No investigation or enforcement follows. The fictional case number carries no legal or official meaning.

Why was my text rejected?

Common names, contact details, links, addresses, and immigration-status phrases trigger privacy checks. These checks are imperfect. Remove identifying details and try again. Never treat a passed check as permission to identify someone.

Can I delete what I sent?

Yes. Save the receipt and use its case reference and deletion key on the deletion page. We cannot recover a lost key. Records expire after 30 days.
